An act relating to emergency medical services.

Existing lawbegin delete creates the Office of Emergency Services and requires it to perform a variety of duties with respect to specified emergency preparedness, mitigation, and response activities in the state, including emergency medical services.end deletebegin insert establishes the Emergency Medical Services Authority in the Health and Welfare Agency to administer a statewide system of coordinated emergency medical care, injury prevention, and disaster medical response.end insert

This bill would appropriate $1,700,000 from the General Fund to thebegin delete Office of Emergency Servicesend deletebegin insert Emergency Medical Services Authorityend insert to continue the Mobile Field Hospital program. The bill would also make legislative findings and declarations.

The people of the State of California do enact as follows:

SECTION 1.  

(a) The Legislature finds and declares all of the
2following:

3(1) California has a history of devastating natural disasters,
4including, but not limited to, earthquakes and floods.

5(2) The Uniform California Earthquake Rupture Forecast model
6predicts that California will experience a magnitude 6.7 or larger
7earthquake in the next 30 years.

8(3) Mobile field hospitals have been deployed around the world
9in response to natural disasters and public health emergencies.

10(4) California invested in three 200 bed mobile field hospitals
11as part of the state’s disaster preparedness plan to protect citizens
12and provide critical medical services in a time of need. However,
13due to a lack of programmatic funding, the state will be forced to
14sell the mobile field hospitals at a fraction of the program’s initial
15cost.

SEC. 2.  

The sum of one million seven hundred thousand dollars
17($1,700,000) is hereby appropriated from the General Fund to the
18begin delete Office of Emergency Servicesend deletebegin insert Emergency Medical Services
19Authorityend insert
for purposes of continuing the Mobile Field Hospital
20program.
