Existing law requires county boards to meet to equalize the assessment of property on the local roll, as provided, and authorizes a taxpayer, represented in some circumstances by a property tax agent, to apply to a county assessment appeals board for an assessment reduction under a variety of circumstances, including for a reduction of the base year value, as defined, of real property.

The people of the State of California do enact as follows:
It is the intent of the Legislature to improve the
2property tax appeals process and create transparency by
3establishing a public registration process for property tax agents.
The Legislature finds and declares all of the
5following:
6(a) California has a history of devastating natural disasters,
7including, but not limited to, earthquakes and floods.
8(b) The Uniform California Earthquake Rupture Forecast model
9predicts that California will experience a magnitude 6.7 or larger
10earthquake in the next 30 years.
11(c) Mobile field hospitals have been deployed around the world
12in response to natural disasters and public health emergencies.
13(d) California invested in three 200 bed mobile field hospitals
14as part of the state’s disaster preparedness plan to protect citizens
15and provide critical medical services in a time of need. However,
16due to a lack of programmatic funding, the state will be forced to
17sell the mobile field hospitals at a fraction of the program’s initial
18cost.
The sum of one million dollars ($1,000,000) is hereby
20appropriated from the General Fund to the Emergency Medical
21Services Authority for purposes of continuing the Mobile Field
22Hospital program.
