The people of the State of California do enact as follows:

For the purpose of managing stormwater pollution as
4specified in an approved National Pollutant Discharge Elimination
5System permit issued pursuant to the Federal Water Pollution
6Control Act (33 U.S.C. Sec. 1251 et seq.) and upon the approval
7by a majority of its membership, the City/County Association of
8Governments of San Mateo County, with respect to real property,
9may do any of the following:
10(a) Subject to Section 4 of Article XIII A and to Article XIII C
11of the California Constitution, impose a parcel tax upon that real
12property in accordance with Article 3.5 (commencing with Section
1350075) of Chapter 1 of Part 1 of Division 1 of Title 5.
14(b) Subject to Article XIII D
of the California Constitution.
15impose an assessment upon that real property.
16(c) Subject to Section 6 of Article XIII D of the California
17Constitution, impose a property-related fee or charge.
The Legislature finds and declares that a special law
19is necessary and that a general law cannot be made applicable
20within the meaning of Section 16 of Article IV of the California
21Constitution because of the unique responsibilities of the
22City/County Association of Governments of San Mateo County
23with regard to managing stormwater pollution in accordance
24federal law.
Section 8548.6 is added to the Government Code,
26to read:
A state agency shall post a graphical link on the
28homepage of its Internet Web site to the State Auditor’s Internet
29Web page that contains information on how to file a complaint to
P3 1the State Auditor under the California Whistleblower Protection
2Act (Article 3 (commencing with Section 8547)). The graphical
3link shall include the telephone number that the public and a state
4employee may use to make a complaint to the State Auditor under
5the California Whistleblower Protection Act (Article 3
6(commencing with Section 8547)).
