   (Coauthor: Assembly Member Bocanegra)

                        FEBRUARY 15, 2013

An act to amend Section 88643 of the Education Code, relating to
economic development.

	LEGISLATIVE COUNSEL'S DIGEST

AB 421, as introduced, Williams. California Community Colleges
Economic and Workforce Development Program: Job Development Incentive
Training Program.
Existing law, until January 1, 2018, establishes the Job
Development Incentive Training Program as a component of the
California Community Colleges Economic and Workforce Development
Program. Existing law states the intent of the Legislature that the
Job Development Incentive Training Program provide training on a
no-cost or low-cost basis to participating employers who create
employment opportunities at an acceptable wage level for the
attainment of self-sufficiency by specified aid recipients and low
wage earners. Existing law requires a community college that
participates in the Job Development Incentive Training Program to
inventory its local or regional business community, including
nonprofit organizations, and identify industry-driven needs and
employment opportunities with a goal of attaining self-sufficiency
through workforce reentry, continuous employee training, and skills
upgrades.
This bill would make a nonsubstantive change to the latter
provision.
Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.
