Existing lawbegin delete, until January 1, 2018, establishes the Job Development Incentive Training Program as a component of the California Community Colleges Economic and Workforce Development Program. Existing law states the intent of the Legislature that the Job Development Incentive Training Program provide training on a no-cost or low-cost basis to participating employers who create employment opportunities at an acceptable wage level for the attainment of self-sufficiency by specified aid recipients and low wage earners. Existing law requires a community college that participates in the Job Development Incentive Training Program to inventory its local or regional business community, including nonprofit organizations, and identify industry-driven needs and employment opportunities with a goal of attaining self-sufficiency through workforce reentry, continuous employee training, and skills upgrades.end deletebegin insert requires the State Department of Social Services, in consultation and collaboration with others, as specified, to develop a training curriculum for in-home support services providers that addresses issues of consistency, accountability, and increased quality of care for in-home supportive services recipients.end insert

(a) No later than January 1, 2015, the State
7Department of Social Services and the State Department of Public
8Health, in consultation with the State Department of Health Care
9Services, and in collaboration with stakeholders including, but
10not limited to, recognized employee representatives, shall develop
11a training curriculum for health and home care workers that shall
12address issues of consistency, accountability, and increased quality
13of care for health and home care recipients.

14(b) Participation in the training developed pursuant to
15subdivision (a) shall be voluntary.

16(c) This section shall not be construed to preclude a managed
17care health plan, as part of the care coordination team, from
18developing recipient-specific voluntary training curriculum for a
19health or home care worker who has been integrated into a
20beneficiary’s care coordination team.
