An act to add Section 185036.2 to the Public Utilities Code, relating to high-speed rail.

LEGISLATIVE COUNSEL’S DIGEST

AB 463, as introduced, Logue. High-Speed Rail Authority: contracts.

Existing law, the California High-Speed Rail Act, creates the High-Speed Rail Authority to develop and implement a high-speed rail system in the state, with specified powers and duties, including the power to enter into contracts, as specified.

This bill would require the authority to provide, to the appropriate policy and fiscal committees of the Legislature, a copy of each contract entered into by the authority if the dollar value of the goods or services to be provided or performed under the contract is $25,000 or more, as well as a copy of each contract amendment and contract change order agreed to by the authority for $25,000 or more. The bill would also require each contractor and subcontractor, as specified, to provide this information.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 185036.2 is added to the Public Utilities

, to read:

185036.2.  

(a) The authority shall provide, to the appropriate
2policy and fiscal committees of the Legislature, a copy of each
3contract entered into by the authority if the dollar value of the
4goods or services to be provided or performed under the contract
5is twenty-five thousand dollars ($25,000) or more, as well as a
6copy of each contract amendment and contract change order agreed
7to by the authority for twenty-five thousand dollars ($25,000) or
8more.

9(b) Each contractor of the authority, and each subcontractor
10under a contractor, shall also provide, to the appropriate policy
11and fiscal committees of the Legislature, a copy of each contract,
12contract amendment, and contract change order that is subject to
13subdivision (a), if the contractor or subcontractor is a party to the
14contract, contract amendment, or contract change order.
