An act to add Section 185036.2 to the Public Utilities Code,
relating to high-speed rail.

AB 463, as introduced, Logue. High-Speed Rail Authority:
contracts.
Existing law, the California High-Speed Rail Act, creates the
High-Speed Rail Authority to develop and implement a high-speed rail
system in the state, with specified powers and duties, including the
power to enter into contracts, as specified.
This bill would require the authority to provide, to the
appropriate policy and fiscal committees of the Legislature, a copy
of each contract entered into by the authority if the dollar value of
the goods or services to be provided or performed under the contract
is $25,000 or more, as well as a copy of each contract amendment and
contract change order agreed to by the authority for $25,000 or
more. The bill would also require each contractor and subcontractor,
as specified, to provide this information.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 185036.2 is added to the Public Utilities Code,
to read:
185036.2. (a) The authority shall provide, to the appropriate
policy and fiscal committees of the Legislature, a copy of each
contract entered into by the authority if the dollar value of the
goods or services to be provided or performed under the contract is
twenty-five thousand dollars ($25,000) or more, as well as a copy of
each contract amendment and contract change order agreed to by the
authority for twenty-five thousand dollars ($25,000) or more.
(b) Each contractor of the authority, and each subcontractor under
a contractor, shall also provide, to the appropriate policy and
fiscal committees of the Legislature, a copy of each contract,
contract amendment, and contract change order that is subject to
subdivision (a), if the contractor or subcontractor is a party to the
contract, contract amendment, or contract change order.
