           SUMMARY  

          This bill ratifies the provisions of a memorandum of  
          understanding (MOU) between the state and state bargaining unit  
          (BU) 19, Health and Social Services/Professional.

           FISCAL EFFECT  

          Unknown.  

           COMMENTS  

        1)Purpose  .  This is a spot bill that will be used to approve the  
            final collective bargaining agreement reached this year  
            between the state and BU 19.  The current MOU will expire July  
            1, 2013.  This bill is sponsored by the American Federation of  
            State, County, and Municipal Employees, who is the exclusive  
            representative of BU 19.

        2)Background  .  Existing law requires, under the State  
            Employee-Employer Relations Act (the Dills Act), collective  
            bargaining agreements (MOUs) that are negotiated between the  
            state and exclusive representatives of each of the 21 state  
            bargaining units be ratified by the Legislature.

        3)There is no registered opposition to this bill.
