	Section 9801) to Division 9 of, the Commercial Code, to
	amend Section 21855 of the Food and Agricultural Code,
	and to amend Sections 504b and 574 of the Penal Code,
	relating to secured transactions, and declaring the
	urgency thereof, to take effect immediately.
