           SUMMARY  

          This bill makes a series of relatively minor changes to gun  
          purchase and transfer processes. 
           
          FISCAL EFFECT  

          1)Minor absorbable state administrative costs covered by  
            existing DROS fee.

          2)Minor nonreimbursable local law enforcement costs. 

           COMMENTS  

           1)Rationale  . The author contends this bill provides additional  
            consumer and public safety protection.

            bill  .
