An act to amend Section 14839 of the Government Code, relating to state government.

AB 550, as introduced, Brown. State government: Office of Small Business and Disabled Veteran Business Enterprise Services.

Existing law provides for various programs to encourage the participation of small businesses, as certified by the Department of General Services, in state agency contracts, and sets forth the duties of the Office of Small Business and Disabled Veteran Business Enterprise Services in this regard.

This bill would make a technical, nonsubstantive change to this provision.

The people of the State of California do enact as follows:

SECTION 1.  

Section 14839 of the Government Code is
2amended to read:

14839.  

There is hereby established within the department the
4Office of Small Business and Disabled Veteran Business Enterprise
5Services. The duties of the office shall include:

6(a) Compiling and maintaining a comprehensive bidders list of
7qualified small businesses and disabled veteran business
P2    1enterprises, and noting which small businesses also qualify as
2microbusinesses.

3(b) Coordinating with the Federal Small Business
4Administration, the Minority Business Development Agency, and
5the Office of Small Business Development of the Department of
6Economic and Business Development.

7(c) Providing technical and managerial aids to small businesses,
8microbusinesses, and disabled veteran business enterprises, by
9conducting workshops on matters in connection with government
10procurement and contracting.

11(d) Assisting small businesses, microbusinesses, and disabled
12veteran business enterprises, in complying with the procedures for
13bidding on state contracts.

14(e) Working with appropriate state, federal, local, and private
15organizations and business enterprises in disseminating information
16on bidding procedures and opportunities available to small
17businesses, microbusinesses, and disabled veteran business
18enterprises.

19(f) Making recommendations to the department and other state
20agencies for simplification ofbegin delete specifications andend delete termsbegin insert and

in order to increase the opportunities for small
22business, microbusiness, and disabled veteran business enterprise
23participation.

24(g) Developing, by regulation, other programs and practices
25that are reasonably necessary to aid and protect the interest of small
26businesses, microbusinesses, and disabled veteran business
27enterprises in contracting with the state.

28(h) Making efforts to develop, in cooperation with associations
29representing counties, cities, and special districts, a core statewide
30small business certification application that may be adopted by all
31participating entities, with any supplemental provisions to be added
32as necessary by the respective entities.

33(i) The information furnished by each contractor requesting a
34small business or microbusiness preference shall be under penalty
35of perjury.
