Under existing law, the Department of Veterans Affairs has specified powers and duties relating to various programs serving veterans. The department constitutes a public corporation that is authorized to hold property on behalf of the state.
This bill would require the department, bybegin delete January 1, 2015,end deletebegin insert July 1, 2016,end insert to develop a master plan for the use of unused or underutilizedbegin insert nonresidentialend insert real property owned by the department, for purposes that will benefit California veterans, as specified, and to make a preferred recommendation for use of the

17(c) The master plan shall consider the department’s inventory

20(d) The master plan shall include a prioritized list of projects
21determined by the department to constitute appropriate uses for
22the properties identified in the plan.
