SUMMARY
This bill requires the Department of Veterans Affairs (DVA) to
develop a master plan by July 1, 2016 regarding the use of
underutilized property owned by the department, and provide a
priority list of uses to benefit veterans.
FISCAL EFFECT
DVA estimates a property master plan may require the equivalent
of one personnel year, which would be less than $150,000 (GF).
It appears, however, that this work could be done within
existing resources, as the land at issue largely involves the
state's eight veterans' homes, with which the department has
considerable familiarity.
COMMENTS
Rationale . The author's intent is to make certain that property
owned by the DVA is used to the fullest advantage of veterans.
DVA owns 775 acres contiguous to eight veterans homes and one
cemetery. Yountville Veterans Home alone accounts for 600 acres;
the remaining eight properties range from 14 to 26 acres. The
department has already conducted significant planning pertaining
to the Yountville acreage.
