An act to add Section 47605.4 to the Education Code, relating to school districts.

Existing law authorizes one or more persons to circulate a petition for the establishment of a charter school within a school district, and authorizes the petitioners to submit the petition to the governing board of the school district for review and approval, as provided.

The bill would require an initial petition, a renewal petition, or an appeal petition submitted to a charter school authorizer to simultaneously include an electronic copy of the summary of the charter school petition and the petition. The bill would require any substantive changes to the initial petition or renewal petition to be submitted in electronic formend insert. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

19(c) (1) An initial petition, a renewal petition, or an appeal
20petition submitted to a charter school authorizer for purposes of
21establishing a charter school shall simultaneously include an
22electronic copy of the summary of the charter school petition and
23the charter school petition.

24(2) Any substantive revisions to the initial petition or renewal
25petition submitted to the charter school authorizer shall be
26submitted in electronic form.

27(d) For purposes of this section, “charter school authorizer”
28means the governing board of a school district, the county board
29of education, or the state board, as the case may be.

SEC. 2.  

No reimbursement is required by this act pursuant to
31Section 6 of Article XIII B of the California Constitution because
32a local agency or school district has the authority to levy service
33charges, fees, or assessments sufficient to pay for the program or
34level of service mandated by this act, within the meaning of Section
3517556 of the Government Code.
