California Legislature—2013–14 Regular Session

Assembly BillNo. 627

Introduced by Assembly Member Gorell

February 20, 2013

An act relating to state government.

LEGISLATIVE COUNSEL’S DIGEST

AB 627, as introduced, Gorell. State government.

Existing law generally regulates energy conservation and efficiency in state buildings.

This bill would state the intent of the Legislature to require state agencies, departments, and commissions, when they are evaluating the construction of a new building or facility, or the transfer or renewal of a lease for a building or facility, to consider as a top priority in making that decision whether a net-zero energy consumption building or facility, also know as an energy-independent building or facility, can be constructed or occupied, as specified.

Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no.

The people of the State of California do enact as follows:

P1    1

SECTION 1.

It is the intent of the Legislature to require state
2agencies, departments, and commissions, when they are evaluating
3the construction of a new building or facility, or the transfer or
4renewal of a lease for a building or facility, to consider as a top
5priority in making that decision whether a net-zero energy
6consumption building or facility, also know as an
7energy-independent building or facility, can be constructed or
P2    1occupied if that construction or occupancy can be accomplished
2at or at about the same market rate as a traditional building or
3facility, and the building or facility meets all of the location, size,
4and logistical requirements set forth in the agency’s, department’s,
5or commission’s site selection process.
