This bill wouldbegin delete requireend deletebegin insert
authorizeend insert the Chancellor of the California State University to complete and submit to the trustees a study about the feasibility of a California State University satellite program, and ultimately, an independent California State University campus, in the Antelope Valley, as defined, within 18 months after the date that the trustees certify that sufficient funds are available to conduct the study. The bill would require funding for the study to be derived solely from nonstate sources. If the trustees decide that a new campus or off-campus center is needed in the Antelope Valley, the trustees would bebegin delete requiredend deletebegin insert authorizedend insert to conduct a formal study of the proposal, as provided.

The people of the State of California do enact as follows:
Section 89009.5 is added to the Education Code,

(a) The Chancellor of the California State University
4begin delete shallend deletebegin insert end insertbegin insertis authorized toend insert conduct a study about the feasibility of a
5California State University satellite program, and ultimately, an
6independent California State University campus, in the Antelope
7Valley. The study shall include all of the following:
8(1) Ten-year enrollment projections and physical capacity
9analysis.
10(2) Regional workforce needs.
11(3) Prospective economic impact and job creation in the region.
12(4) Infrastructure availability.
13(5) The potential alleviation of overcrowding and traffic at the
14Bakersfield and Northridge campuses.
15(6) Considerations of plausible alternatives.
16(7) Academic planning and program justification.
17(8) A description of proposed student services and student
18outreach programs.
19(9) Support and capital outlay budget projections.
20(10) Geographic and physical accessibility.
21(11) Environmental and social impacts.
22(12) Effects on other educational institutions.
23(b) Funding for the study required by subdivision (a) shall be
24derived solely from nonstate sources. The chancellor shall complete
25and submit the study to the trustees within 18 months after the date
26that the trustees certify that sufficient funds are available to conduct
27the study.
28(c) If the trustees determine there is a need for a new campus
29or off-campus center in the Antelope Valley, the trusteesbegin delete shallend deletebegin insert
are
30authorized toend insert conduct a formal study identical in content to the
31study of a proposed new postsecondary educational program that
32would have been conducted by the California Postsecondary
33Education Commission pursuant to Section 66904.
