SUMMARY
This bill revises the definition of a key employee to any person
employed in the operation of a gambling enterprise in a
supervisory capacity or empowered to make discretionary
decisions with regard to the gambling operations. In addition,
the bill deletes the term pit boss and replaces the term shift
boss to shift manager.
FISCAL EFFECT
There are no significant costs associated with this legislation.
COMMENTS
1)Purpose . This bill is intended to make clarifying and
simplifying changes to the act. By changing the definition of
key employee for example, the Gambling Control Commission now
has the authority to license anyone who has control over
gambling operations in card clubs. The deletion of the term
pit boss and change in the term shift boss is due to the fact
that those terms are generally used in Nevada casinos and not
in California's card clubs.
2)Related Legislation . This language has been introduced
multiple times over the last several years in various bills.
Most recently, the language was in the introduced version of
AB 1418 (Committee on Governmental Organization) in 2011.
That bill was gutted and amended in the Senate to serve as a
ratification of a tribal compact. Previous bills containing
this language in their introduced versions were SB 1485

(Wright) in 2010, SB 829 (Committee on Governmental
Organization) 2009, and SB 1664 (Yee) in 2008. All of these
bills were gutted and amended into some other gambling related
legislation.
