          SUMMARY  :  Authorizes the Director (Director) of the Department  
          of General Services (DGS) to dispose of eight surplus state  
          properties.

           The Senate amendments  add six properties to the surplus property  
          list, which contained two parcels when the bill was heard by the  
          Assembly.

           EXISTING LAW  requires agencies to annually review lands under  
          their jurisdiction to determine what, if any, land is in excess  
          of its foreseeable needs and to report its findings to DGS.  The  
          Legislature determines which properties to deem surplus and  
          directs DGS to dispose of these properties.

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.

           COMMENTS  :  The Senate amendments add one parcel to the list that  
          authorizes the Director to sell, exchange, sell combined with an  
          exchange, or lease for fair market value, upon terms and  
          conditions determined to be in the state's best interest.   
          Proceeds received from the disposition of this parcel shall be  
          used to pay off any indebtedness secured by the property and  
          attributable to any federal equity financing, as required under  
          applicable state and federal law.  That property is  
          approximately 0.90 acres with improvements, known as the  
          Employment Development Department's Vallejo Office Building  
          (1440 Marin Street, Vallejo, Solano County).

          The amendments also authorize the Director to sell, for fair  
          market value, upon those terms and conditions as the Director  
          determines are in the best interests of the state, all or a  
          portion of the following five properties located in the City of

          Sacramento, County of Sacramento, and leased by the department  
          to the Capitol Area Development Authority pursuant to Government  
          Code Section 11011.1:

             1)   Approximately 0.027 acres/improvements (1627 10th  
               Street, Sacramento). 

             2)   Approximately 0.027 acres/improvements (1607 10th  
               Street, Sacramento). 

             3)   Approximately 0.030 acres/improvements (1036 P Street,  
               Sacramento). 

             4)   Approximately 0.025 acres/improvements (1603 10th  
               Street, Sacramento). 

             5)   Approximately 0.039 acres/improvements (1601 10th  
               Street, Sacramento).
