Existing lawbegin delete provides that a certificated employee of a school district with an average daily attendance of 250 or more who is employed for 2 complete consecutive school years and who is reelected for the next succeeding school year is required to be classified as a permanent employee, and provides for specified notice requirements in that regard.end deletebegin insert, until funding was repealed, authorized the Department of Housing and Community Development to use moneys from a specified fund for the purpose of making subordinated loans to certain entities for the purchase, development, construction, expansion, or improvement of licensed child care and development facilities. Similarly, until that funding was repealed, the department was
required to adopt regulations to implement a microenterprise loan program where loans were available from that fund to local microenterprise loan funds and other lenders who are authorized to relend the moneys to eligible small and large family day care providers, and licensed child care and development facilities that serve up to 35 children.end insert

The Department of Housing and Community
4Development, with the agreement of the borrower, may amend the
5terms of a loan entered into pursuant to Section 8277.5 or 8277.6.
Section 44929.21 of the Education Code is
7amended to read:
(a) Every employee of a school district of any type
9or class having an average daily attendance of 250 or more who,
10after having been employed by the school district for two complete
11consecutive school years in a position or positions requiring
12certification qualifications, is reelected for the next succeeding
13school year to a position requiring certification qualifications shall,
14at the commencement of the succeeding school year,
be classified
15as,
and shall become, a permanent employee of the school district.
16(b) The governing board shall notify the employee, on or before
17March 15 of the employee’s second complete consecutive school
18year of employment by the
school district in a position or positions
19requiring certification qualifications, of the decision to reelect or
20not reelect the employee for the next succeeding school year to
21the position. If the governing board does not give notice pursuant
22to this section on or before March 15, the employee shall be
23deemed reelected for the next succeeding school year.
