FISCAL EFFECT Minor, absorbable costs for reporting on the CE provision as part of the Board's regular sunset review. COMMENTS Rationale . The California Dental Association (CDA) is sponsoring this measure to encourage retired dentists to provide free care to underserved populations by reducing the number of CE hours required for license renewal from 50 to 30. According to CDA, state budget cuts have cut access to dental services forcing more people to rely on charity care. CDA hosts several free clinics, which rely on volunteer dentists.
