BILL ANALYSIS Ó Senate Appropriations Committee Fiscal Summary Senator Kevin de León, Chair AB 836 (Skinner) - Dentists: continuing education. Amended: June 18, 2013 Policy Vote: B&P 9-0 Urgency: No Mandate: No Hearing Date: June 24, 2013 Consultant: Brendan McCarthy This bill does not meet the criteria for referral to the Suspense File. Bill Summary: AB 836 would reduce the continuing education requirements for dentists with an active retired license. Fiscal Impact: One-time costs less than $75,000 to update existing regulations by the Dental Board of California (State Dentistry Fund). Background: Under current law, dentists are licensed and regulated by the Dental Board of California. In addition to actively practicing licensed dentists, the Dental Board issues active retired dentist licenses and inactive retired dentist licenses. An active retired dentist is authorized to continue to provide limited dental care to members of the public, provided that certain conditions are met. Specifically, in order to provide care under an active retired license, a dentist must have practiced in California for more than 20 years, reached the age of retirement under the Social Security Act, provide services for no fee or a nominal charge, pay a reduced license fee, and complete 50 hours of continuing education every two years. Proposed Law: AB 836 would reduce the continuing education requirements for dentists with an active retired license from 50 hours to 30 hours every two years. The bill would specify that all continuing education must be gained through courses related to the delivery of dental services. > (>) Page 1
