           SUMMARY  :  Clarifies the application of a new California  
          Environmental Quality Act (CEQA) exemption for residential,  
          mixed-use, and employment center projects added by SB 743  
          (Steinberg) of the current legislative session.

           The Senate amendments  delete the Assembly version of the bill,  
          and instead:

          1)Amend a new CEQA exemption added by SB 743 (for residential,  
            mixed-use, and "employment center" projects, as defined,  
            located within "transit priority areas," as defined, if the  
            project is consistent with an adopted specific plan and  
            specified elements of a sustainable communities strategy or  
            alternative planning strategy adopted pursuant to SB 375  
            (Steinberg), Chapter 728, Statutes of 2008).  The amendments  
            provide that not only the project, but also the specific plan,  
            must be consistent with the specified elements of the SB 375  
            plan.

          2)Provide that the measure is contingent on enactment of SB 743.

           AS PASSED BY THE ASSEMBLY  , this bill required the Office of  
          Statewide Health Planning and Development (OSHPD) to develop  
          with stakeholders reasonable timeframes for review and approval  
          of skilled nursing facility (SNF) construction, alteration, or  
          addition projects and increases the maximum filing fee OSHPD may  
          assess SNFs for construction projects, from 1.5% of total  
          project cost, to 2%.

           COMMENTS  :  This bill is a "clean up" measure to SB 743, which  
          was approved by the Assembly on September 12, 2013.  The bill  
          modifies one of the conditions to require that specific plans  
          that serve as the basis for subsequent exemption of eligible  
          projects must be consistent with the general use designation,  
          density, building intensity, and applicable policies specified  
          for the project area in either a sustainable communities  
          strategy or alternative planning strategy adopted pursuant to SB  
          375.
