Existing law requires, prior to the circulation of an initiative or referendum petition for signatures, that the text of the proposed measure be submitted to the Attorney General with a written request that a circulating title and summary of the chief purpose and points of the proposed measure be prepared. Existing law prohibits the Attorney General’s office from deeming a request for a circulating title and summary submitted until all of the requirements, as provided by law, are met.
This bill would make nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:
Section 9001 of the Elections Code is amended
2to read:
(a) Prior to the circulation ofbegin delete anyend deletebegin insert anend insert initiative or
4referendum petition for signatures, the text of the proposed measure
5shall be submitted to the Attorney General with a written request
P2 1that a circulating title and summary of the chief purpose and points
2of the proposed measure be prepared. The electors presenting the
3request shall be known as the “proponents.” The Attorney General
4shall preserve the written request until after the next general
5election.
6(b) Eachbegin delete and everyend delete proponent ofbegin delete anyend deletebegin insert
aend insert proposed initiative
7measure shall, at the time of submitting the text of the proposed
8measure, provide both of the following:
9(1) An original signed certification stating that “I, (insert name),
10declare under penalty of perjury that I am a citizen of the United
11States, 18 years of age or older, and a resident of (insert county),
12California.”
13(2) Public contact information.
14(c) The proponents ofbegin delete anyend deletebegin insert anend insert initiative measure, at the time of
15submitting the text of the proposed measure to the Attorney
16General, shall pay a fee of two hundred dollars ($200), which shall
17be placed in a trust fund
in the office of the Treasurer and refunded
18to the proponents if the measure qualifies for the ballot within two
19years from the date the summary is furnished to the proponents.
20If the measure does not qualify within that period, the fee shall be
21immediately paid into the General Fund of the state.
22(d) All referenda and proposed initiative measures must be
23submitted to the Attorney General’s Initiative Coordinator located
24in the Sacramento Attorney General’s Office via U.S. Postal
25Service, alternative mail service, or personal delivery. Only printed
26documents will be accepted, facsimile or e-mail delivery will not
27be accepted.
