The people of the State of California do enact as follows:

SECTION 1.  

The Legislature finds and declares all of the
2following:

3(a) Children are a precious resource in the state and country.

4(b) Victims of child abusebegin insert, child sexual abuse,end insert and neglect are
5at higher risk for alcoholism, drug abuse, depression, eating
6disorders, obesity, suicide, and other chronic adult health problems.

7(c) Child abuse and neglect costs the United States at leastbegin delete $97.5end delete
8begin insert $124 end insert billion perbegin delete year.end deletebegin insert year according to the federal Centers for
9Disease Control.end insert

10(d) Preventative services and training can significantly reduce
11the incidences of child abuse, stabilize families, and contribute to
12a reduction in crime.

13(e) While child sexual abuse programs that address increased
14reporting after-the-fact are critical to the child victims, it should
15be the goal of all Californians to promote adult and community
16responsibility to prevent child sexual abuse.

SEC. 2.  

Article 7 (commencing with Section 18974) is added
18to Chapter 11 of Part 6 of Division 9 of the Welfare and Institutions

(a) The Child Sexual Abuse Prevention Program is

begin insert through public, private,end insert or nonprofit programs that provide

15counties that will participate in the Child Sexual Abuse Prevention
16Program based on the agency’s determination that the counties
17have significant incidences of any of the following: homeless youth,
18child abuse, child sexual abuse, sexually exploited minors, minors
19involved in prostitution, or human trafficking.

28existing funding for programs currently serving the needs of at-risk
29children, but may only supplement the expansion of existing
30programs or the collaboration of separate existing programs within
31the county, or fund newly created programs within the county if
32no current programs exist to serve the needs of children at risk of

Public and private agencies shall be eligible for
35funding provided that evidence is submitted as part of the
36application for funding to demonstrate broad-based community
37support. The evidence shall further demonstrate that the proposed
38services are not duplicated in the community, are based on needs
39of children at risk, and are supported by a local public agency,
40including, but not limited to, one of the following:

(a) The county board of supervisors of a participating
10county shall allocate the pilot program funds according to the
11provisions of this article. The county board of supervisors may
12delegate the administration of the pilot program to the county
13social services department or another similar local agency.

14(b) Public, private, and nonprofit agencies shall be eligible for
15funding provided that evidence is submitted as part of the
16application to the county for funding to demonstrate broad-based
17community support. The evidence shall further demonstrate that
18the proposed services are not duplicated in the community, are
19based on needs of children at risk, and are supported by a local
20public agency, including, but not limited to, one of the following:

33Services, and the Senate Committee on Human Services
34information including, but not limited to, all of the following:

35(1) Changing public attitudes or public opinion polls showing
36increased awareness of prevention techniques for child sexual
37abuse.

38(2) The amount of educational materials distributed to
39stakeholder groups that address and promote child sexual abuse
40prevention and prevention techniques.

2stakeholder groups that address the connection between human
3trafficking and child sexual abuse.

4(4) Statistics on the increase or decrease of reports of child
5sexual abuse within the county.

7convictions within the county for child sexual abuse.

8(6) Identified best practices used by the pilot program which
9may be replicated and used by other counties, including, but not
10limited to, community outreach, data collection and analysis, and
11the creation of educational materials.

12(7) A complete and accurate accounting of all funds received
13and spent pursuant to this section.

14(8) Efforts to strengthen the capacity of schools and
15youth-serving organizations pursuant to subdivision (f) and the
16outcome of those efforts.

19(1) Fostering community coalitions and networks for preventing

22(2) Strengthening individual knowledge and skills in identifying
23risks and prevention techniquesbegin delete ofend deletebegin insert for youth homelessness, child

25(3) Promoting community education.

26(4) Educating providers of children services.

27(5) Changing children’s organizations practices to reduce the
28possibility of child sexual abuse.

29(6) Promoting greater data sharing and collaboration between
30law enforcement agencies, probation departments, and child
31welfare agencies to identify children in the community who are at
32risk for homelessness, abuse, sexual abuse, sexual exploitation,
33prostitution, or human trafficking.

34(f) Each pilot program shall do all of the following to strengthen
35the capacity of schools and youth-serving organizations to prevent
36sexual abuse:

37(1) Utilize an assessment process to identify strengths and gaps.

38(2) Implement comprehensive training, screening, responding,
39and reporting protocols.

10measure changes in the community condition and attitudes towards
11child sexual abuse by performing certain tasks, including, but not
12limited, to the following:

13(1) Reviewing local sexual violence data, police reports, and
14reports of child sexual abuse to measure any change in reporting.

15(2) Identifying risk factors and protective factors particular to
16each community.

17(3) Tracking increases in preventative and treatment services
18within the community for child sexual abuse.

21(j) Each report submitted pursuant to subdivision (d) shall be
22submitted in compliance with Section 9795 of the Government

251, 2017, and as of that date is repealed, unless a later enacted
26statute, that is enacted before January 1, 2017, deletes or extends
