The California Emergency Services Act sets forth the duties of the Office of Emergency Services with respect to specified emergency preparedness, mitigation, and response activities within the state.

(a) Too little of the State Emergency Plan is dedicated to senior
citizens and the functional needs of disabled persons.

(b) The State Emergency Plan was updated in 2009 and is
planned to be updated again in 2014.

(c) The California Senior Legislature memorialized its request
to the Legislature and the Governor to enact legislation to ensure
that senior citizens and disabled persons are prepared to be
mobilized and evacuated in the event of an emergency or natural
disaster.

On or before July 31, 2015, the Office of Emergency
Services shall update the State Emergency Plan to include
proposed best practices for local governments and
nongovernmental entities to use to mobilize and evacuate senior
citizens and disabled persons during an emergency or natural
disaster.

SECTION 1.  

Section 8588.17 is added to the Government
Code, to read:

8588.17.  

The Office of Emergency Services is authorized to
prepare a specialized plan to mobilize senior citizens and disabled
persons during an emergency or natural disaster in cooperation
with local governmental and nongovernmental entities that provide
transportation services to senior citizens and disabled persons and
that volunteer to participate in the preparation of the plan.
