The California Emergency Services Act sets forth the duties of the Office of Emergency Services with respect to specified emergency preparedness, mitigation, and response activities within the state.

3(a) Too little of the State Emergency Plan is dedicated to senior
4citizens and the functional needs of disabled persons.

State Emergency Plan was updated in 2009 and is
2planned to be updated again in 2014.
3(c) The California Senior Legislature memorialized its request
4to the Legislature and the Governor to enact legislation to ensure
5that senior citizens and disabled persons are prepared to be
6mobilized and evacuated in the event of an emergency or natural
7disaster.

On or before July 31, 2015, the Office of Emergency
11Services shall update the State Emergency Plan to include

Section 8588.17 is added to the Government
17Code, to read:
The Office of Emergency Services is authorized to
19prepare a specialized plan to mobilize senior citizens and disabled
20persons during an emergency or natural disaster in cooperation
21with local governmental and nongovernmental entities that provide
22transportation services to senior citizens and disabled persons and
23that volunteer to participate in the preparation of the plan.
