           SUMMARY  

          This bill requires employers of public work projects that  
          require the use of an electrician to include the electrician's  
          state certification number on the payroll records below his or  
          her name.   

           FISCAL EFFECT  

          Annual GF costs, likely between $500,000 and $1 million, to the  
          Department of Industrial Relations (DIR) to enforce the  
          provisions of this bill.  

          COMMENTS  

           1)Purpose  .  According to the author, "Inclusion of the  
            electrician certification number of each electrician  
            performing work on a public works project will more easily  
            enable awarding agencies, compliance officers, and labor  
            commissioners to investigate and enforce the law."

           2)Existing law  defines an electrician as a person who engages in  
            the connection of electrical devices for electrical licensed  
            contractors (classified as electrical contractors under the  
            Contractors State License Board Rules and Regulations).  For  
            example, if an individual is a C-10 contractor licensed by the  
            Contractors State License Board, then he or she does not need  
            to be certified as an electrician with DIR.  However, if the  
            contractor employs individuals as electricians, these  
            employees need to be certified with DIR.  According to DIR,  
            there are 32,767 active certified electricians registered with  
            the state.

            Current law requires each contractor and subcontractor of a  
            public works project to keep accurate payroll records  
            detailing the name, address, social security number, work  
            classification, straight time, and overtime hours worked each  
            day and week, as specified.  Statute further requires each  
            payroll record to contain or be verified by a written  
            declaration that it is made under penalty of perjury, stating  
            both of the following: (a) the information in the record is  
            true and correct and (b) the employer has complied with  
            existing law for any work performed by his or her employees on  
            the project.
