AB 1002, as introduced, Bloom. Vehicles: registration fee: sustainable communities strategies.
Existing law imposes a registration fee to be paid to the Department of Motor Vehicles for the registration of every vehicle or trailer coach of a type subject to registration, except those vehicles that are expressly exempted from the payment of registration fees. Existing law, until January 1, 2016, imposes a $3 increase on that fee, $2 of which is to be deposited into the Alternative and Renewable Fuel and Vehicle Technology Fund and $1 of which is to be deposited into the Enhanced Fleet Modernization Subaccount.
Existing law requires designated transportation planning agencies, some of which are metropolitan planning organization, under federal law, to prepare and adopt a regional transportation plan directed at achieving a coordinated and balanced regional transportation system, including, but not limited to, mass transportation and highway, railroad, bicycle, and pedestrian facilities and services. Existing law requires each metropolitan planning organization to include, among other things, a sustainable communities strategy in the regional transportation plan.
This bill would, in addition to any other fees specified in the Vehicle Code and the Revenue and Taxation Code, impose a fee of $6 to be paid at the time of registration or renewal of registration of every vehicle subject to registration under the Vehicle Code, except as specified. This bill would require the Department of Motor Vehicles, after deducting all costs incurred pursuant to that provision, to remit all moneys realized pursuant to that provision for deposit in the Sustainable Communities Strategy Subaccount which is hereby established in the Motor Vehicle Account and made available, upon appropriation by the Legislature, for implementation of sustainable communities strategies.
This bill would declare that it is to take effect immediately as an urgency statute.

The people of the State of California do enact as follows:
Section 9250.20 is added to the Vehicle Code,
2to read:
(a) In addition to any other fees specified in this code
4and the Revenue and Taxation Code, a fee of six dollars ($6) shall
5be paid at the time of registration or renewal of registration of
6every vehicle subject to registration under this code, except vehicles
7described in subdivision (a) of Section 5014.1 and those vehicles
8that are expressly exempted from the payment of registration fees
9under this code.
10(b) After deducting all costs incurred pursuant to this section,
11the department shall remit all money realized pursuant to this
12section for deposit in the Sustainable Communities Strategy
13Subaccount which is hereby established in the Motor Vehicle
14Account and made available, upon appropriation by the Legislature,
15for implementation of
sustainable communities strategies adopted
16pursuant to paragraph (2) of subdivision (b) of Section 65080 of
17the Government Code.
This act is an urgency statute necessary for the
19immediate preservation of the public peace, health, or safety within
20the meaning of Article IV of the Constitution and shall go into
21immediate effect. The facts constituting the necessity are:
22In order to provide immediate funds for agencies and
23communities seeking to implement sustainable communities
24strategies, it is necessary that this act take effect immediately.
