An act to amend Section 18522 of the Elections Code, relating to elections.

This billbegin delete, in addition, would make this prohibition applicable to a political partyend deletebegin insert would expand these prohibitions to also apply to inducing or rewarding a voter for the act of voting at an electionend insert. The bill wouldbegin delete provide that these provisions do not prohibitend deletebegin insert make an exception to these prohibitions, as expanded, forend insert a personbegin delete fromend delete offering or accepting transportation to or from a polling place or other location where a ballot may be cast.

By expanding the definition of an existing crime, the bill would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that no reimbursement is required by this act for a specified reason.

Section 18522 of the Elections Code is amended

P3    1(b) A person or candidate violating this section is punishable
2by imprisonment pursuant to subdivision (h) of Section 1170 of

5accepting transportation to or from a polling place or other location
6where a ballot may be cast.

SEC. 2.  

No reimbursement is required by this act pursuant to
8Section 6 of Article XIII B of the California Constitution because
9the only costs that may be incurred by a local agency or school
10district will be incurred because this act creates a new crime or
11infraction, eliminates a crime or infraction, or changes the penalty
12for a crime or infraction, within the meaning of Section 17556 of
13the Government Code, or changes the definition of a crime within
14the meaning of Section 6 of Article XIII B of the California
15Constitution.
