           SUMMARY  

          This bill requires the Board of State and Community Corrections  
          (BSCC), in consultation with local governments, law enforcement  
          and the courts, to develop definitions of key terms, including,  
          recidivism, average daily population, treatment program  
          completion rates, and other terms relevant to developing  
          consistency in local data collection, and evaluation.  

           FISCAL EFFECT  

          Negligible cost for consultation as the BSCC is developing  
          definitions of key terms independent of this bill.  

           COMMENTS  

           Rationale  . The author contends this bill will help the BSCC in  
          its efforts to collect and interpret realignment data by  
          clarifying definitions between all stakeholders.
