The California Building Standards Law provides for the adoption of building standards by state agencies by requiring all state agencies that adopt or propose adoption of any building standard to submit the building standard to the California Building Standards Commission for approval and adoption. In the absence of a designated state agency, the commission is required to adopt specific building standards, as prescribed. Existing law requires the commission to publish, or cause to be published, editions of the code in its entirety once every 3 years.
end insertbegin insertThis bill would require the commission, as a part of the next triennial edition of the California Building Standards Code adopted after January 1, 2014, to adopt mandatory building standards for the installation of future electric vehicle charging infrastructure for parking spaces in multifamily dwellings and nonresidential development.

The people of the State of California do enact as follows:
Section 18941.10 is added to the Health and
2Safety Code, to read:
(a) As a part of the next triennial edition of the
4California Building Standards Code (Title 24 of the California
5Code of Regulations) adopted after January 1, 2014, the
6commission shall adopt mandatory building standards for the
7installation of future electric vehicle charging infrastructure for
8parking spaces in multifamily dwellings and nonresidential
9development.
10(b) In adopting mandatory building standards under this section,
11the commission shall use Sections A4.106.6, A4.106.6.1,
12A4.106.6.2, and A5.106.5.1 of the California Green Building
13Standards Code (Part 11 of Title 24 of the California Code of
14Regulations) as the starting point for the mandatory building
15standards and amend those standards as
necessary.
Section 22511.2 is added to the Vehicle Code,
17to read:
(a) A local authority shall require that a construction
19project with four or more offstreet parking spaces include one
20electric vehicle charge station per every four offstreet parking
21spaces included in the project.
22(b) This section applies only to construction projects for which
23a building permit is issued on or after January 1, 2014.
If the Commission on State Mandates determines that
2this act contains costs mandated by the state, reimbursement to
3local agencies and school districts for those costs shall be made
4pursuant to Part 7 (commencing with Section 17500) of Division
54 of Title 2 of the Government Code.
