The federal Juvenile Justice and Delinquency Prevention Act of 1974 establishes a state advisory group that is required to fulfill certain duties relating to runaway and homeless youth, including, among other things, developing a directory of service providers and studying the feasability and establishment of a statewide referral system for runaway and homeless youth.
This bill would require the state advisory group to study the feasability of the establishment of an Internet Web site for runaway and homeless youth that would include a directory of service providers and the rights of homeless and runaway youth.

The people of the State of California do enact as follows:
Section 1786 of the Welfare and Institutions Code
2 is amended to read:
The advisory group shall do all of the following:
4(a) Identify existing programs dealing with runaway and
5homeless youth.
P2 1(b) Develop a directory of service providers.
2(c) Study the feasibility of the establishment of a statewide
3referral system (a “hotline”) for runaway and homeless youthbegin insert and
4the establishment of an Internet Web site for runaway and homeless
5youth that would include a directory of the service providers
6identified pursuant to subdivision (b) and the rights of homeless
7and runaway youthend insert.
8(d) Compile statistics on runaway and homeless youth.
9(e) Identify existing and potential funding sources for services
10to runaway and homeless youth.
11(f) Coordinate and provide advice to administrators of programs
12relating to runaway and homeless youth on issues relating to federal
13funding of those programs.
14The advisory group shall report to the Governor and the
15Legislature annually.
16The staff provided to the advisory group for the purpose of this
17article shall seek funding for the activities specified in this section
18from existing agencies, both federal and state, as well as from
19private funding sources.
