BILL ANALYSIS Ó AB 1317 Page 1 Date of Hearing: April 17, 2013 ASSEMBLY COMMITTEE ON APPROPRIATIONS Mike Gatto, Chair AB 1317 (Frazier) - As Amended: March 21, 2013 Policy Committee: AccountabilityVote:13 - 0 Urgency: Yes State Mandated Local Program: No Reimbursable: SUMMARY This bill makes changes in the statutes necessary to reflect the changes made by the Governors' Reorganization Plan 2 (GRP 2) as introduced to the Legislature on May 3, 2012 and made effective on July 3, 2012. FISCAL EFFECT There are no new costs associated with this legislation. COMMENTS 1)Purpose . The intent of this bill is to make conforming changes in the statutes necessary to reflect the changes made by GRP2. 2)Governor's Reorganization Plan 2 . The GRP 2 created three new agencies by relocating departments with the goal of grouping like functions more closely together and reducing the number of agencies from 12 to 10. It also made a series of other shifts in program responsibilities. The GRP 2 created the following agencies: a) The Government Operations Agency - responsible for administering state operations. b) The Business, Consumer Services, and Housing Agency - responsible for licensing and oversight of industries, businesses and other professions. c) The Transportation Agency - responsible for addressing the state's transportation needs. AB 1317 Page 2 The California Emergency Management Agency was eliminated and instead became the Office of Emergency Services within the governor's office. In addition, The Technology Agency was absorbed within the Government Operations Agency. Finally, the Volunteer Agency moved into the governor's office. 3)Need for the Urgency . Because this bill updates many of the California codes, it creates chaptering conflicts with many of bills currently being heard in the Legislature. The intent is to move this bill quickly through the legislative process so it can be enacted before other bills reach the governor's desk.
