SUMMARY
This bill requires the Public Utilities Commission (PUC) to
include a summary of the results and conclusions of Rulemaking
12-12-011 it its annual report. Specifically, this bill:
1)Requires the report to the Legislature to include
recommendations for proposed statutory changes.
2)Requires PUC to include the information in its annual report
by February 1, 2013.
3)Sunsets this requirement on January 1, 2018.
FISCAL EFFECT
Unknown additional, likely minor costs to the PUC for the
additional report requirements.
COMMENTS
1)Purpose. According to the author, the Legislature should
receive all information necessary to be current on issues in
case any legislative action is required.
2)Background. This bill relates to charter-party carriers
including limousines and chartered buses for tours or events.
Charter-party carrier area regulated by the POC. Carriers
operate under various permits issued by the PUC authorizing
different kinds of transportation services and sizes of
vehicles.

New businesses have recently begun using mobile internet,
social media, and location services to arrange transportation
services available for purchase. This business arrangement
may not meet current PUC regulations.
3)Rulemaking 12-12-011. The PUC initiated Rulemaking 12-12-01
in December of 2012 to assess and prevent potential public
safety risks association with this new business model.
