SUMMARY
This bill ratifies the provisions of a memorandum of
understanding (MOU) between the state and an as yet unspecified
state bargaining unit.

COMMENTS
1)Purpose . This is a spot bill that will be used to approve the
final collective bargaining agreement reached this year
between the state and one of the bargaining units. This bill
has an urgency clause so it will be operative as soon as
enacted. A number of MOUs between the state and employee
bargaining units expire on or close to July 1, 2013.
2)Background . Existing law requires, under the State
Employee-Employer Relations Act (the Dills Act), collective
bargaining agreements (MOUs) that are negotiated between the
state and exclusive representatives of each of the 21 state
bargaining units be ratified by the Legislature.
3)There is no registered opposition to this bill.
