instead make a person eligible and qualified to be a prospective juror if, among other things, he or she is a lawfully present immigrantend insert.

The people of the State of California do enact as follows:
Section 203 of the Code of Civil Procedure is
2amended to read:
(a) All persons are eligible and qualified to be prospective
4trial jurors, except the following:
P2 1(1) Persons who are notbegin insert lawfully present immigrants orend insert citizens
2of the United States.
3(2) Persons who are less than 18 years of age.
4(3) Persons who are not domiciliaries of the State of California,
5as determined pursuant to Article 2 (commencing with Section
62020) of Chapter 1 of Division 2 of the Elections Code.
7(4) Persons who are not residents of the jurisdiction they are
8summoned to serve.
9(5) Persons who have been convicted of malfeasance in office
10or a felony, and whose civil rights have not been restored.
11(6) Persons who are not possessed of sufficient knowledge of
12the English language, provided that no person shall be deemed
13incompetent solely because of the loss of sight or hearing in any
14degree or other disability that impedes the person’s ability to
15communicate or that impairs or interferes with the person’s
16mobility.
17(7) Persons who are serving as grand or trial jurors in any court
18of this state.
19(8) Persons who are the subject of conservatorship.
20(b) No person shall be excluded from eligibility for jury service
21in the State of California, for any reason other than those reasons
22provided by this section.
