An act to amend Section 69510 of the Education Code, relating to student financial aid.

Existing law establishes thebegin insert 15-memberend insert Student Aid Commission as the primary state agency for the administration of state-authorized student financial aid programs available to students attending all segments of postsecondary education. Under existing law, the commission, among other things, administers the Cal Grant awards, the Assumption Program of Loans for Education, the Graduate Assumption Program of Loans for Education, and the Middle Class Scholarship Program. The commission also administers the state’s participation in the Federal Family Education Loan Program.begin insert Under existing law, the commission is required to include one representative from public, proprietary, or nonprofit postsecondary schools located in California.end insert

The people of the State of California do enact as follows:

SECTION 1.  

Section 69510 of the Education Code is amended
2to read:

69510.  

The Student Aid Commission shall be composed of the
4following begin delete15 end deletebegin insert16 end insertmembers:

5(a) begin deleteOne representative end deletebegin insertTwo representatives end insertfrom public,
6proprietary, or nonprofit postsecondary schools located in
7California.

8(b) One representative from a California independent college
9or university.

10(c) One representative each from the University of California,
11the California State University, and the California Community
12Colleges.

13(d) Two members, each of whom shall be a student enrolled in
14a California postsecondary educational institution at the time of
15appointment, and who shall be enrolled in a California
16postsecondary educational institution for the duration of the term.
17A student member who graduates from an institution with no more
18than six months of his or her term remaining shall be permitted to
19serve for the remainder of the term.

20(e) Three public members.

21(f) One representative from a California secondary school.

22(g) Two representatives appointed by the Senate Committee on
23Rules.

24(h) Two representatives appointed by the Speaker of the
25Assembly.
