An act to add Section 12462.5 to the Government Code, relating to state government.

LEGISLATIVE COUNSEL’S DIGEST

AB 1583, as introduced, Allen. Controller: outside accounts: annual report.

Existing law requires the Controller to submit specified fiscal reports, including, among others, an annual report to the Governor relating to the state’s revenues and expenditures during the preceding fiscal year and a quarterly report to the Legislature on the General Fund that compares state revenues and expenditures for that quarter with the Budget Act, and other expenditures authorized pursuant to statute.

This bill would require the Controller to prepare and submit to the Legislature and the Department of Finance an annual report on bank accounts and savings and loan association accounts outside the treasury system, as specified.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 12462.5 is added to the Government

, to read:

12462.5.  

(a) The Controller shall prepare and submit to the
4Legislature and the Department of Finance an annual report on
P2    1bank accounts and savings and loan association accounts outside
2the treasury system. The report shall include all of the following
3for each account:

4(1) The name of the account.

5(2) The source of authorization for establishing the account.

6(3) The account balance.

7(4) Cost recovery revenues deposited into the account.

8(5) Purchases and expenditures paid from the account and the
9source of authorization for each purchase or expenditure.

10(b) For purposes of this section, “cost recovery revenues” shall
11include any money received as a result of cost recovery efforts.

12(c) The report to the Legislature shall be submitted pursuant to
13Section 9795.
