          This bill meets the criteria for referral to the Suspense File.
          
          
          Bill Summary: AB 1592 would require the Department of Public  
          Health to submit a report to the Legislature on diabetes  
          prevention.

          Fiscal Impact: One-time costs of about $300,000 for contract  
          staff to analyze data, develop recommendations, and prepare the  
          report as well as staff support from the Department of Public  
          Health (General Fund).

          Background: The California Diabetes Program within the  
          Department of Public Health is generally charged with monitoring  
          diabetes prevalence, engaging in public outreach, and partnering  
          with outside stakeholders to address diabetes.

          The Department has recently released the California Wellness  
          Plan which addresses a variety of health concerns, including  
          diabetes and other chronic conditions.

          In addition, the Department has completed a Diabetes Burden  
          Report which analyzes programs and activities that address the  
          burden of Diabetes. (Completion is a requirement of the  
          Department's federal grant funding.)

          Proposed Law: AB 1592 would require the Department of Public  
          Health to submit a report to the Legislature on diabetes  
          prevention.

          Specifically, the report would include:
              An assessment of existing programs and activities intended  
              to reduce the impact of diabetes;
              Information on the collaboration between the Department of  
              Public Health and the Department of Health Care Services;

              Detailed action plans for combatting diabetes;
              A budget blueprint for the action plans identified in the  
              report.

          The bill would also require the Department to include guidelines  
          for reducing the fiscal burden on the state in the Diabetes  
          Burden Report.

          The bill contains an urgency clause.

          Related Legislation: SB 1316 (Cannella) would have required the  
          Department of Health Care Services, the Department of Public  
          Health, and CalPERS to prepare a report on diabetes-related  
          programs. That bill was held in the Senate Rules Committee.

          Staff Comments: As noted above, the Department has already  
          completed and submitted the Diabetes Burden report to the  
          federal government. Presumably, the Department would need to  
          reissue this report to include guidelines that will reduce the  
          fiscal burden of diabetes.
