An act to amend Section 3031 of the Fish and Game Code, relating to wildlife.

Existing law requires every person who takes any bird or mammal to first obtain a license issued by the Department of Fish and Wildlife. Existing law requires the department to issue a license, upon payment of a base fee of $8.25, as adjusted, to a resident or nonresident who is under 16 years of age on July 1 of the licensing year for which he or she seeks a license. Existing law requires the department to issue a license to a resident of this state who is 16 years of age or older upon payment of a base fee of $31.25, as adjusted, and to a nonresident who is 16 years of age or older upon payment of a base fee of $108.50, as adjusted. Existing law requires the department to issue a 2-day license to a nonresident who is 16 years of age or older upon payment of a base fee of $31.25, as adjusted.

This bill would instead require the department to issue a license, upon payment of a base fee of $8.25, as adjusted, to a resident or nonresident who is under 18 years of age on July 1 of the licensing year for which he or she seeks a license. The bill would require the department to issue a 2-day license to a nonresident who is 18 years of age or older upon payment of a base fee of $31.25, as adjusted.

The people of the State of California do enact as follows:

SECTION 1.  

Section 3031 of the Fish and Game Code is

3031.  

(a) A hunting license, granting the privilege to take birds
4and mammals, shall be issued to any of the following:

5(1) A resident of this state,begin delete 16end deletebegin insert 18end insert years of age or older, upon
6the payment of a base fee of thirty-one dollars and twenty-five
7cents ($31.25).

8(2) A resident or nonresident, who is underbegin delete 16end deletebegin insert 18end insert years of age
9on July 1 of the licensing year, upon the payment of a base fee of
10eight dollars and twenty-five cents ($8.25), regardless of whether
11that person applies before or after July 1 of that year.

12(3) A nonresident,begin delete 16end deletebegin insert 18end insert years of age or older, upon the payment
13of a base fee of one hundred eight dollars and fifty cents ($108.50).

14(4) A nonresident,begin delete 16end deletebegin insert 18end insert years of age or older, valid only for
15two consecutive days upon payment of the fee set forth in
16paragraph (1). A license issued pursuant to this paragraph is valid
17 only for taking resident and migratory game birds, resident small
18game mammals, fur-bearing mammals, and nongame mammals,
19as defined in this code or in regulations adopted by the commission.

20(5) A nonresident, valid for one day and only for the taking of
21domesticated game birds and pheasants while on the premises of
22a licensed game bird club, or for the taking of domesticated
23migratory game birds in areas licensed for shooting those birds,
24upon the payment of a base fee of fifteen dollars ($15).

25(b) The base fees specified in this section are applicable to the
262004 license year, and shall be adjusted annually thereafter
27pursuant to Section 713.

28(c) The commission shall adjust the amount of the fees specified
29in subdivision (b), as necessary, to fully recover, but not exceed,
30all reasonable administrative and implementation costs of the
31department and the commission relating to those licenses.
