An act to add and repeal Section 46116 of the Education Code, relating to kindergarten.

Existing law provides that school districts offering kindergarten may maintain kindergarten classes at different schoolsites for different lengths of time.

This bill would require the Superintendent of Public Instruction to provide the Legislature no later thanbegin delete Marchend deletebegin insert Septemberend insert 1, 2015, with a feasibility study and implementation plan for providing a full-day kindergarten program in all public schools, as specified.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 46116 is added to the Education Code,

46116.  

(a) No later thanbegin delete Marchend deletebegin insert Septemberend insert 1, 2015, the
4Superintendent shall provide the Legislature with a feasibility
5study and implementation plan for providing a full-day
6kindergarten program in all public schools. The feasibility study
7and implementation plan shall include recommendations for
8statutory changes and budgetary requirements to ensure a seamless
9transition to providing a full-day kindergarten program in all public
10schools. The Superintendent, at a minimum, shall consider all of
11the following:

12(1) The instructional, social, emotional, and developmental
13needs of children.

14(2) Teacher and other school staffing issues.

15(3) Classroom capacity issues.

16(b) The Superintendent may convene a task force to advise the
17Superintendent on feasibility and implementation issues for the
18purposes of preparing the report required pursuant to subdivision
19(a). The task force shall include representatives of school district
20superintendents, principals, kindergarten teachers, related pupil
21support servicesbegin insert and facilityend insert personnel,begin insert child development
22 professionals,end insert
and parents.

23(c) The report required pursuant to this section shall be submitted
24in compliance with Section 9795 of the Government Code.

25(d) This section shall become inoperative onbegin delete Marchend deletebegin insert Septemberend insert
26 1, 2015, and, as of January 1, 2016, is repealed, unless a later
27enacted statute, that becomes operative on or before January 1,
282016, deletes or extends the dates on which it becomes inoperative
29and is repealed.
