FISCAL EFFECT Negligible state fiscal effect. COMMENTS Purpose . According to the author, OSHPD hospital patient-level data is a primary source of information on population health, utilization of healthcare services, and disease surveillance. Current law specifies agencies to which OSHPD is authorized to release data. The author states authorizing OSHPD to release this data to additional federal entities will allow them to better assess California's health care needs.
