Allows a pupil to pre-register individuals younger than 18 years of age to vote when the ability to pre-register goes into effect pursuant to existing law. EXISTING LAW : 1)Provides that the last two full weeks in April and the last two full weeks in September shall be known as "high school voter weeks," during which time deputy registrars of voters shall be allowed to register students and school personnel on any high school campus in areas designated by the school administration, which are reasonably accessible to all students. 2)Permits a 17 year old to pre-register to vote, with the registration becoming effective as of the date that the registrant is 18 years of age. Provides that preregistration shall be available only when the Secretary of State certifies that the state has a statewide voter registration database that complies with the requirements of the federal Help America Vote Act. FISCAL EFFECT : None. This bill is keyed non-fiscal by the AB 1817 Page 2 Legislative Counsel. COMMENTS : This bill will permit a high school pupil 16 years of age or older to assist qualified individuals to complete voter registration applications on his or her high school campus during high school voter weeks or any other time deemed appropriate by the governing board. It is the intent of the author to empower pupils in the electoral process by promoting civil engagement and providing increased opportunities for them to take an early role in representative democracy.
