          SUMMARY  :  Designates the last two weeks in April and in  
          September to be "high school voter education weeks," during  
          which time persons authorized by the county elections official  
          are allowed to register students and school personnel to vote on  
          any high school campus in areas designated by the administrator  
          of the high school, or his or her designee.  Permits the  
          administrator of a high school, or his or her designee, to  
          appoint one or more pupils who are enrolled at that high school  
          to be voter outreach coordinators.

           The Senate amendments  delete the Assembly version of this bill,  
          and instead:

          1)Designate the last two weeks in April and in September to be  
            "high school voter education weeks," instead of "high school  
            voter weeks," during which time persons authorized by the  
            county elections official shall be allowed to register  
            students and school personnel on any high school campus in  
            areas designated by the administrator of the high school, or  
            his or her designee, which are reasonably accessible to all  
            students.

          2)Permit the administrator of a high school, or his or her  
            designee, to appoint one or more pupils who are enrolled at  
            that high school to be voter outreach coordinators during high  
            school voter education weeks.

          3)Permit a voter outreach coordinator to coordinate voter  
            registration activities on the high school campus that would  
            encourage eligible persons to apply to register to vote by  
            submitting an affidavit of registration. 

          4)Permit the voter outreach coordinator, with the approval of

            the administrator or his or her designee, to coordinate other  
            election-related activities on his or her high school campus  
            as specified.

          5)Provide that this bill does not preclude a person from  
            registering students and school personnel to vote on a high  
            school campus as permitted by existing law.
           
          AS PASSED BY THE ASSEMBLY  , this bill allowed the governing board  
          of a school district to authorize a high school pupil 16 years  
          of age or older to register qualified individuals to vote on his  
          or her high school campus during high school voter weeks or any  
          other time deemed appropriate by the governing board and allowed  
          a pupil to pre-register individuals younger than 18 years of age  
          to vote when the ability to pre-register goes into effect  
          pursuant to existing law.  

           EXISTING LAW  provides that the last two full weeks in April and  
          the last two full weeks in September shall be known as "high  
          school voter weeks," during which time deputy registrars of  
          voters shall be allowed to register students and school  
          personnel on any high school campus in areas designated by the  
          school administration, which are reasonably accessible to all  
          students. 
           FISCAL EFFECT  :  None.  This bill is keyed non-fiscal by the  
          Legislative Counsel. 

          COMMENTS  :  The Senate amendments to this bill make the last two  
          full weeks in April and the last two full weeks in September  
          "high school voter education weeks," instead of "high school  
          voter weeks," and expands the individuals, from deputy  
          registrars of voters, to people authorized by the county  
          elections official, who must be allowed to register students and  
          school personnel on any high school campus in areas designated  
          by the administrator of the high school, or his or her designee,  
          which are reasonably accessible, during high school voter  
          education weeks.

          The Assembly version of this bill contained the same general  
          subject matter and although the Senate actions re-wrote the  
          bill, it is consistent with Assembly actions and the intent of  
          the author to provide increased opportunities to engage high  
          school youth in the voter registration process on their high  
          school campuses.
