BILL ANALYSIS Ó AB 1912 Page 1 Date of Hearing: April 9, 2014 ASSEMBLY COMMITTEE ON APPROPRIATIONS Mike Gatto, Chair AB 1912 (Holden) - As Amended: March 18, 2014 Policy Committee: EducationVote:6-0 Urgency: No State Mandated Local Program: No Reimbursable: No SUMMARY This bill requires the State Board of Education (SBE) to consider including instruction on the election of President Barack Obama and the significance of the United States electing its first African American President, in the History-Social Science curriculum framework, as appropriate, in the next adoption cycle. FISCAL EFFECT Minor, absorbable GF costs for the Instructional Quality Commission (IQC) to consider incorporating the election of President Barack Obama into the History-Social Science Frameworks, to the extent this can be achieved through the regular process. COMMENTS 1)Purpose. The findings and declarations of the bill note the historical significance of electing the first African-American President of the United States. Incorporating this event into the History-Social Science Frameworks is consistent with the recognition given to other recent presidencies. 2)Background . California curriculum is based on state-adopted content standards. The curriculum frameworks are guidelines for implementing standards developed by the IQC and approved by the State Board of Education (SBE). The history/social science standards were developed in 1998 and the history/social science curriculum framework was last revised in 2005. A review and update of the History-Social Science Framework was underway and nearly complete when the state AB 1912 Page 2 suspended the process in 2009 due to fiscal constraints. SB 1540 (Hancock), Chapter 288, Statutes of 2012, authorizes the SBE to consider the adoption of a revised curriculum framework and evaluation criteria for instructional materials in history/social science, but prohibits the CDE from conducting any such work until after CDE has completed work related to the development of curriculum frameworks for the common core content standards, which is anticipated to be 2015.
