BILL ANALYSIS Ó AB 2004 Page 1 Date of Hearing: April 9, 2014 ASSEMBLY COMMITTEE ON APPROPRIATIONS Mike Gatto, Chair AB 2004 (Chesbro) - As Introduced: February 20, 2014 Policy Committee: Governmental Organization Vote: 19-0 Urgency: No State Mandated Local Program: No Reimbursable: No SUMMARY This bill requires the Department of Alcoholic Beverage Control (ABC) to include in its annual report to the Legislature the number of active field agents employed by it and the number and type of enforcement activities conducted by it and by local law enforcement agencies in conjunction with ABC by license type and by region or county. FISCAL EFFECT No additional cost to ABC to include this information in its report to the Legislature. COMMENTS 1) Purpose. According to the author, the annual report does not provide the actual number of ABC enforcement agents in the field or the specific enforcement activities broken down by region and county and by license type. AB 2004 ensures full transparency for the Legislature as to how many active field agents there are, a breakdown of type of license category that are subject to enforcement activity and where those enforcement efforts are occurring. This bill will provide the Legislature a more accurate picture of ABC's staffing and workload issues enabling better Legislative budget decisions. 2) Field agent data. Though ABC does not currently provide this information in its annual report to the Legislature, ABC publishes the number of field agents annually on its public website.
