According to the author, in an effort to become more efficient,
DIR should update its codes to use modern technology and accept
the submission of registrations online. By accepting online
registrations, DIR will reduce the processing of paperwork
required by both the applicant and DIR and add a level of
convenience for those car wash owners who are trying to stay in
compliance with existing law. Online registration has been
expanded to Drivers' License Renewals, Voter Registration, and
Unemployment Insurance Benefit Claim Forms, and should be
expanded to help this industry become more efficient. The
author concludes that this is an easy way to help make
government more efficient while helping small businesses in
California
Similarly, the Western Carwash Association (WCA) states that
this bill will provide carwashes with an updated means by which
to provide the Labor Commissioner with the information required
for annual registration requirements. WCA states that its
membership predominately consists of small and medium sized
businesses and by allowing its members to register online, this
bill will enable them to reduce costs, ensure receipt and
increase compliance.
