SUMMARY : Simplifies urban water management plan (UWMP) demand management measure (DMM) reporting requirements, as recommended by an Independent Technical Panel. The Senate amendments : 1)Give urban water suppliers an additional six months before their next UWMP update is due. 2)Address a chaptering issue between this bill and SB 1420 (Wolk) of the current legislative session, which also amends Water Code Section 10631. The amendments achieve this by: a) Inserting a new Section 3.5 in this bill that includes both the amendments to Water Code Section 10631 contained in this bill as well as the amendments to Water Code Section 10631 contained in SB 1420; and b) Specifying, in uncodified language, that Section 3.5 will become effective instead of Section 3 if both bills still amend Water Code Section 10631 and this bill is enacted after SB 1420. 3)Make technical non-substantive grammatical corrections to several words. EXISTING LAW : 1)Mandates every urban water supplier to prepare and adopt an UWMP, in accordance with specified requirements, for submission to the Department of Water Resources. 2)Requires urban water suppliers to provide information in their AB 2067 Page 2 UWMPs relating to the supplier's DMMs including, but not limited to, specific measures set forth in the statute. 3)Mandates that each urban retail water supplier shall achieve, by 2020, a 20% reduction from baseline per capita water use in 2010. This is often referred to simply as "20 x 2020." 4)Requires an urban retail water supplier to comply with the 20 x 2020 mandate, including developing and implementing reduction targets, or be rendered ineligible for state water grants or loans after July 1, 2016. FISCAL EFFECT : According to the Senate Appropriations Committee, pursuant to Senate Rule 28.8, negligible state costs. COMMENTS : This bill seeks to streamline DMM reporting requirements from 14 specific measures to seven more general requirements plus an "other" category. This streamlining is the recommendation of an Independent Technical Panel that was convened pursuant to state statute specifically for the purpose of improving UWMPs. The Senate amendments give urban water agencies until July 1, 2016, to submit the next update of their UWMPs. Ordinarily, that update would be due December 31, 2015. This provides them six more months than the current deadline and was adopted in response to a number of agencies asserting that they need more time to gather and process data to more accurately reflect their progress towards the 20 x 2020 mandate in their 2015 UWMP. The Senate amendments also add double-jointing language to avoid chaptering out issues between this bill and SB 1420, in the event both bills are enacted.
