An act to add Section 13521.1 to the Water Code, relating to recycled water.

LEGISLATIVE COUNSEL’S DIGEST

AB 2071, as introduced, Levine. Recycled water: pasture animals.

Existing law requires the State Department of Public Health to establish uniform statewide recycling criteria for each varying type of use of recycled water where the use involves the protection of public health.

This bill would require the department to approve the use of tertiary treated recycled water for the purpose of providing water to pasture animals, by January 1, 2016, unless the department determines that this use would harm public health. This bill would require the department to establish uniform statewide recycling criteria for the use of recycled water for the purpose of providing water to pasture animals if the department determines that the use of tertiary treated recycled water for this purpose would harm public health.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 13521.1 is added to the Water Code, to

13521.1.  

Prior to January 1, 2016, the State Department of
2Public Health shall approve the use of tertiary treated recycled
3water for the purpose of providing water to pasture animals unless
4the State Department of Public Health determines that this use
5would harm public health. If the State Department of Public Health
6determines that the use of tertiary treated recycled water for the
7purpose of providing water to pasture animals would harm public
8health, the State Department of Public Health shall establish
9uniform statewide recycling criteria for the use of recycled water
10for the purpose of providing water to pasture animals.
