An act to add and repeal Chapter 17 (commencing with Section 67420) of Part 40 of Division 5 of Title 3 of the Education Code, relating to public postsecondary education.

Existing law establishes the segments of the postsecondary education system in the state, including the University of California administered by the Regents of the University of California, the California State University administered by the Trustees of the California State University, the California Community Colleges administered by the Board of Governors of the California Community Colleges, and the independent institutions of higher education in this state.

This bill would establish the California College Campus Discrimination and Violence Prevention Task Force consisting of 13 members appointed by the Governor, the Speaker of the Senate Committee on Rules, and the Speaker of the Assembly, as specified. The task force would also consist of a representative of the Chancellor of the California State University appointed by the trustees, the Chancellor of the California Community Colleges appointed by the board of governors, the organization that represents the largest number, as of January 1, 2015, of independent institutions of higher education, as defined, to be appointed by the organization, and requests a representative of the Office of the President of the University of California to be appointed by the regents. The bill would require the task force to examine and make recommendations to the Governor and the Legislature, on or before January 1, 2016, on steps that can be taken to reduce incidents of discrimination, hate crime, and campus violence on the campuses of the University of California, the California State University, the California Community Colleges, and independent institution of higher education. The bill would repeal these provisions on March 1, 2016.

(a) The California College Campus Discrimination
9and Violence Prevention Task Force is hereby established in state
10government.

11(b) The task force shall consist of 13 members who reflect the
12ethnic and gender diversity of California. These members shall be
13appointed as follows:

14(1) Seven members appointed by the Governor.

15(2) Three members appointed by the Senate Committee on
16Rules.

17(3) Three members appointed by the Speaker of the Assembly.

18(c) The task force shall consist of three additional members
19appointed as follows:

20(1) One representative of the Office of the Chancellor of the
21California State University to be appointed by the Trustees of the
22California State University.

23(2) One representative of the Office of the Chancellor of the
24California Community Colleges to be appointed by the Board of
25Governors of the California Community Colleges.

P3    1(3) One representative of the organization that represents the
2largest number, as of January 1, 2015, of independent institutions
3of higher education in California, as defined pursuant to Section
466010. The organization shall appoint this representative.

5(d) The Legislature requests the Regents of the University of
6California to appoint a representative of the Office of the President
7of the University of California to be an additional member of the
8task force.

This chapter shall remain in effect only until January
191, 2017, and as of that date is repealed, unless a later enacted
20statute, that is enacted before January 1, 2017, deletes or extends
21that date.
