The Legislature finds and declares that a special law
10is necessary and that a general law cannot be made applicable
11within the meaning of Section 16 of Article IV of the California
12Constitution because of the unique labor relations situation in the
P3    1San Jose Unified School District stemming from the collective
2bargaining agreement entered into between that district and the
3San Jose Teachers Association in 2013. The enactment of Section
41 of this act as a special law applicable to the San Jose Unified
5School District is therefore necessary.
